The Dutch ICT organisation of the judiciary (Raad voor de rechtspraak) published an overview on the development of the web and the tasks of the judiciary to provide access to caselaw (Rechtspraak en digitale rechtsbronnen: nieuwe kansen, nieuwe plichten). The author, Marc van Opijnen, discusses links with Open Access and mentions the ESCAPE project as an good example of possibilities of the semantic web in the legal domain.
