We decided to start with an open access journal because that really provides no barriers for the dissemination of the results of the articles.

NWO supports project for open access books

10 February 2011 - Netherlands Organisation for Scientific Research (NWO) is making a one-off investment of 360,000 euros in the Dutch successor to the OAPEN project, Open Access Publishing in European Networks. The funding of this project falls within NWO’s open access policy.

OAPEN is a European initiative to make scientific book publications accessible for everybody by means of open access. The project started in 2008 and ran until February 2011. It has led to more than 1000 open access books that have been published in the OAPEN library. OAPEN has developed a unique business model for this.

Stopping with the European OAPEN initiative now would result in the loss of knowledge acquired about business models for open access publications. NWO is therefore making a one-off contribution of 360,000 euros to a Dutch successor of this project, which aims to further encourage open access publication of scientific books. Furthermore, the related project OAPEN-NL, shall work with scientific publishers to further test and develop the OAPEN business model in the Netherlands into a sustainable alternative. In OAPEN-NL NWO has made a temporary fund available for the publishing of Open Access books.

The partners in the Dutch successor of OAPEN are Amsterdam University Press, University of Amsterdam, Utrecht University, Leiden University, the Royal Netherlands Academy of Arts and Sciences (KNAW) and Koninklijke Bibliotheek (the National library of the Netherlands). A foundation will be set up for the project and with the support from NWO and the other partners, OAPEN can be continued in the Netherlands for a period of at least three years.

NWO and open access
Scientific publications are a source of knowledge. Publicly funded research must be freely accessible to everyone. Having to pay for such access to knowledge from research is therefore wrong in NWO’s opinion. Open access publication must become standard practice. NWO is committed to increasing worldwide support for the open access business model in which the author, and not the reader, pays for the publication of articles. In 2010, NWO made five million euros available to encourage open access publication.
