Dekker and Clark write a non-paper on open access

Sander Dekker and his UK Tory counterpart Greg Clark from ‘Universities, Science and Cities’ have appealed to all EU member states to make the transition to open access publications. The two Ministers state that publishers can only be compelled to take this step at a European level. This call to join forces within Europe is remarkable from the pens of a British conservative and a Dutch liberal. They are pleading for a powerful European knowledge policy to impose standards on industry. These ideas have appeared in a non-paper, an official term for a discussion paper with substantial political content but with no formal status.
