Quota-based publishing agreements: caps expected in 2025 for LWW, Springer, Taylor & Francis, Oxford University Press, and ACS

Several publishers have quota-based open access agreements. Once the agreed-upon number of open access articles has been published, the national quota is reached and the cost of publishing will no longer be covered centrally.

Based on current publication trends, we expect the following caps to be reached in 2025:

  • LWW (Lippincott Williams & Wilkins) – August
  • Springer – November
  • Taylor & Francis (T&F) – October
  • Oxford University Press (OUP) – October
  • American Chemical Society (ACS) – October

Please take this into account when submitting to these publishers. After the cap is reached, publishers will invoice individual authors for the open access fees (the APC) of their accepted manuscript unless other arrangements are made.

Alternative routes to open access
If your article is accepted after the cap has been reached, there are still ways to make your publication openly available. For example, you can use the Taverne Amendment, which allows you to share the accepted version of your article six months after publication via your institutional repository. Additionally, many funders or institutions offer support for APCs or encourage publication in fully open access journals. If you have not submitted yet, consider using the Rights Retention Strategy.
