Taylor & Francis open access quota expected to be reached in mid-October 2025

The current Read & Publish agreement with Taylor & Francis (T&F), which covers open access publication costs for Dutch institutions, is expected to hit its cap in mid-October 2025. After this point, Dutch researchers will no longer be able to publish open access with T&F without incurring Article Processing Charges (APCs).

What to Expect Once the Cap is Reached

Once the open access quota is met, there will be a shift in how T&F handles open access publication for Dutch University affiliated authors:

  • Before the cap is reached: If your article is accepted before the quota is met, it will still be published open access at no cost to you
  • After the cap is reached: If your article is accepted after the cap is reached, you’ll be faced with an APC. This means that while open access remains an option, it will come with a fee. At that point, you’ll have two main choices: either pay the APC to publish open access, or opt out of open access entirely, choosing the traditional subscription-based route instead

What are the alternatives?

If the quota is met and you’d like to avoid paying an APC, there are several alternatives to consider:

  • Authors whose articles have already been accepted and are awaiting publication, but who lack the funds to pay the APCs, may consider publishing under traditional subscription based (‘closed access’) and then making use of the Taverne Amendment to share their article publicly in their institutional repository after a six-month embargo period
  • For researchers funded by a cOAlition S organization, that have not yet submitted, consider using the Rights Retention Strategy early in the submission stage
  • Publishing in Diamond Open Access Journals. These journals typically do not charge authors or readers. While they may not always cover every field, many high-quality diamond open access journals exist and could be a viable option for your research.   • Some institutions offer funding to help cover APCs for authors looking to publish open access. It’s worth checking with your institution to see if any support is available to you

This service can also be used to receive updates about other publishers with a maximum amount of Open Access publications.
